The Phantom Spirit 120 SE cooler from Thermalright offers extremely high cooling performance thanks to its seven advanced heat pipes and two PWM fans. It can reach up to 1,500 revolutions per minute and is pleasantly quiet despite this speed. Despite this, it does not lose any cooling performance and thus ensures a perfect balance. Using this to cool my 9800x3d. Great temps so far, just hovers around 35-40c when idle and 50-55c when gaming. Not sure what fan speed it would be running at but last I checked my BIOS they are set to Silent mode and I didn't change them since they're working just fine.
